The changes I made to httpd.conf are not going into effect.

Whenever you edit the httpd.conf file, you will need to restart the Apache web server for those changes to be loaded.

You can restart the Apache web server in a shell prompt with the command:

service httpd restart

You can restart the Apache web server in the HSPC control panel (http://manage.speedingbits.com/cp) at System tab > Server Management > Web Server > Restart.
